The first of these two penstocks was completed in 1972 along with Devil Canyon Powerplant. The penstocks cover a 1500 foot vertical elevation drop over the San Bernardino mountains through Devil Canyon between the San Bernardino Tunnel and the powerplant, traversing a grade as steep as 45 percent in the steepest spots. The penstocks can be easily seen from the northernmost sections of the I-215 freeway and as far away as the I-10 freeway in Rialto.
