The Detention Center opened in 1963, replacing the defunct Moyamensing Prison as the intake center for the Philadelphia Prison System. The Detention Center served as the PPS' male intake center until the intake function was transferred to CFCF in 1995. Since then, the facility has housed mostly minimum-custody adult males. The Detention Center continues to serve as the reception center for inmates serving weekend sentences at Alternative and Special Detention.

The Detention Center includes 4 dormitories and 3 cellblocks and a 99-bed Prison Health Services Wing (PHSW), where inmates requiring medical and behavioral health inpatient treatment are housed and clinics are conducted for PPS inmates.
