I'm not sure what "Dartmouthy City" is supposed to be, but it isn't downtown Dartmouth, and not close to the original boundaries of downtown Dartmouth when it was an entity

I agree. I've never heard anyone call it this. Downtown Dartmouth is what this area is named (I'm not sure about the boundaries) but it is fairly well-established because there is a business association in the area banners all over Portland St, Queen St, King St, etc that say "Downtown Dartmouth".
