In 1904 when the international relationship between Japan and Russia was at its worst, this surveillance watch tower was built on the boarder for defense. During the war, it saw the battle that took place off the coast of Soya, between the Russian military ship the "Norwick" and the Japanese Naval guard ships "Tsushima" and "Chitose".
