Built in 1912 Balfour Manor operated originally as Fire Hall No.4, nine years later it was closed in 1921 as motorized fire equipment became standard and horse drawn equipment became obsolete. The fire hall was then sold and operated as a garage until 1939 when Joseph Napoleon Cote(1888-1951) remodeled and modernized the building for use as a ten-unit apartment building.
Balfour Manor is representative of the conversion of existing buildings to apartment use, prompted by the housing shortage at the time of the outbreak of the Second World War.
