Constructed in the late 1950s for no reason other than the belief among local Army brass that every "modern" Army installation needed to have an airfield.
The way the garrison command staff went about building their airfield was so badly executed that eventually the U.S. House of Representatives had to issue a full report of all of the ethical and criminal violations that were uncovered.
