The mall was developed in the early 1980's after great debate regarding its placement. One of the two final sites was on the city's far northwest side and the other downtown. The downtown site won out and the center was developed in a somewhat decaying piece of the distict's south end. Due to the sloping nature of the site, the JC Penney store on the west end is built above a two level parking structure. The Sears store on the east end had a limited amount of at door parking. This soon disappeared as the store was expanded. The largest and most upscale anchor was a branch of Sheboygan based Prange's (now Younker's) located on the south side of the center. On the southwest corner is a four level parking ramp. The concept of paying for parking at the mall was topic of debate at the mall's opening and it was finally decided to allow two hours free.

The majority of the mall was demolished in 2021. The HOM Furniture store remains open and standing. The two parking decks were retained as well. The vacant JCPenney anchor store remains temporarily as well, because it sits atop one of the parking decks.
