Irvington was originally founded in 1870 as a streetcar suburb Irvington by Jacob Julian and Sylvester Johnson, who developed 300 acres into residential plots four miles east of Indianapolis. The community was named after 19th-century writer Washington Irving. Western Christian University (now Butler University) relocated to Irvington in 1873 and stayed there until 1928.

The town was annexed into the City of Indianapolis in 1902 but has retained a distinctive identity and character all its own. Irvington's annual Historic Halloween Festival is among the largest and oldest of its kind in the U.S. First held in 1927, the festival includes a parade and street fair on the former National Road (E. Washington St.)
