The Valley View Neighborhood is the area served by one of the City of San Bernardino's Neighborhood Cluster Association, and it is also a part of the Norton Neighborhoods Initiative of Loma Linda University Medical Center (LLUMC). The neighborhood is bounded on the north by Mill Street, on the south by Orange Show Road, on the west by Waterman and on the east by Tippecanoe. Although much of the neighborhood was zoned light industrial some years ago, 350 families continue to live there. The housing stock is old and often blighted and zoning prevents the building of any new residential structures. An active neighborhood association keeps residents informed and seeks to link them to city and social services. Within the neighborhood, LLUMC's Community Outreach Department, directed by Dr. Ron Graybill, maintains an after-school site and provides tutoring, mentoring, work-experience, and nutrition and fitness education for the local children and youth. The program also provides English as a Second Language classes and computer instruction for adults. The neighborhood is about 65 percent Latino and 20 percent African American. Per capita income in the southeast corner of the neighborhood is only $5000 annually, and some families survive on much less.
