  • 3.1 Merbau District 3.1.1 General Region Condition A. Land Use The Merbau District is the closest district from the KONDUR PSA work area. Currently, there are no oil and gas activity exists in Merbau Island. According to the information, seismic activities have been conducted almost in the entire island several years ago. However, only activity conducted in Centai Village, in the coastal area of First Sub village, is continuing to the drilling stage. The remains of the drilling can still be seen. Meanwhile, oil and gas activity in Padang Island is only present in Teluk Belitung, Bagan Melibur, and Lukit. Even though there are no active operation, both active and inactive mining facilities are still exists in the area. The facilities related to the Kondur activity are the wells in Teluk Belitung, Bagan Melibur, and Lukit as much as 90 wells and piping. Both wells and some pipes contiguous to the settlement area. Almost all the wells are of located near the settlement area. B. Accessibilities The Merbau District is a located in an archipelago area consisting of twenty villages and one chief village. As other village areas, the accessibility to this area is limited and insufficient. The biggest areas in the district are Merbau and Padang Island. The villages in these two islands spread along the coastline so only several villages may also be accessed through land routes but most villages can be accessed through the sea route only. The transportation between the villages is still very difficult because no village has a link road to the other villages. Concrete roads only found in the village centers. The land texture in this area mainly consists of peat moss so that it is difficult to be passed by. The peat moss land requires processes of long burning to be used as a pathway. It also depends on the weather. Kuala Merbau Village is the only area in Merbau District, which has concrete pathways while the others are raddled with peat moss. During the rainy season, several locations can only accessed through the sea route or by foot. The similar condition happened in Padang Island. Villages in this area can be accessed through land or sea route. The sea route can be passed using a pongpong (traditional boat) and speedboat, whereas the land route can be conducted through motorbikes. Unfortunately, some of the villages (Tanjung Padang, Dedap, Kudap, Bandul, Selat Akar, Tanjung Kulim, and Lukit) cannot be accessed easily through land route. Normally, the tide comes on September-December – on road of Mengkirau, Bandul, Kudap, Bagan Melibur) will be floated by water, except a small part from Mengkopot to Meranti Bunting. C. Social and Public Facility Nowadays, social facilities such as school are spread commonly in almost villages. Almost village has Junior High School level. There are only two villages, which have senior high level in Merbau Island that is Semukut and Merbau. There are also two senior high levels in Padang Island, at Kudap and Teluk Belitung Village. The data show that age 19 is mostly live in district of Teluk Belitung and Baran Melintang. This age population is a target for higher education, as well as representing productivity to work. Therefore, training and education have to be majored for them and the job opportunity. The availability of educational facilities is due to the Bengkalis Regency Government policy, by offering free tuition fee for their people. Paying the teacher wages and operational fee subsidies for private schools follows this policy. With such a policy, several parties initiate to establish private schools in their area. However, problems still exist relating the lack of facility and teacher quality especially in implementing a good competency based curriculum. Electricity has not fully enjoyable by Merbau and Padang Islands community. The only facilities in Merbau Island can be found in Teluk Ketapang, whereas in Padang Island it exists only in Teluk Belitung and some part of Bagan Melibur. Even only available during 5.00 pm to 7.00 am the following day. In other villages, electricity obtained by using diesel engines. The utilization is limited to the “have” people to illumination during along the night. There is a private party in Baran Melintang who is coordinating the household to distribute it in a high capacity. The household must pay monthly (not depend on household usage). Villagers used rainwater for drinking and peat water (redang) for bathing. Clean water facility has not available yet in Merbau District neither Padang nor Merbau Islands. There are plans to distribute water from the PDAM (Government Installation for water distribution), however it has not been realized yet, even though the equipment has been installed in several villages.   • I was in selatpanjang fro 1999-2003,at Gelora gang Nangka.I was there during my OFF day. . I lived with bang onal and kak reni.They own an FM radio,DUTA SWARA FM . I am very happy stayed in Selatpanjang. sometime i want go back to see this srlatpanjang. Tasik Nambus Makam and some other places are very beatiful view we can met.. They are very nice place to visit. I always remember Selatpanjang.
