Ka Makana Ali’i is located within Kapolei, the fastest-growing region on West Oahu. The site is 67 acres, located at the intersection of North/South Road and Kapolei Parkway. The project is backed by DHHL (Department of Hawaiian Homelands), which will help to fund more housing for the community of Kapolei.

Due to dramatic and sustainable growth in the area, Kapolei residents are in need of a true town center that will not only provide them with access to commodities they seek en masse, but also provide jobs helping to stabilize the local economy and creating a self sufficient community at large. The community is flanked by numerous master-planned communities, the Kapolei Medical Park, home to Kaiser Permanente, Staub Clinic and hospital, HMSA, and Queen’s Healthcare Center, the 5-Star Ko Olina Resort and Community, and the University of Hawaii’s new West Oahu Campus, opening in 2010, which will accommodate 7,600 students and 550 faculty and staff.

Given that the commute to the Ala Moana District costs residents two or three hours of unwanted commute time, Ka Makana Ali’i will become a lifestyle destination within the Kapolei Region. Projections for the next 20 years show that there will be more than 7 million square feet of commercial space and 65,000 jobs in the Kapolei region alone. Upon completion of the project, it will be the third largest shopping center in the State of Hawaii.

At build-out, Ka Makana Ali’i will include:

Ka Makana Ali`i (KMA) is a 1.5 million square foot urban mixed-use regional center in East Kapolei, Hawaii. Located ½ mile south of the University of Hawaii’s new West Oahu campus and in close proximity of the to Ko Olina Resort, 5-star J.W. Marriott, Ko Olina Beach Club and Walt Disney Hawaiian-themed family resort, KMA is expected to become the community hub of East Kapolei.

It will be the third largest regional shopping center in Hawaii. The Village Town center will include a department store, men’s, women’s & children’s fashions, home accessories, books, entertainment restaurants and more. The Neighborhood Convenience will include grocery, pharmacy, a pet store, banking & financial services, shops, restaurants, and a state of the art fitness center. KMA will include new retail offerings not currently in the Hawaii marketplace. One crucial factor in building a complex of this scope is the community benefit. Construction will generate some 20,000 jobs over four years, and the mall at full buildout will create between 3,000 and 5,000 permanent full-time jobs for residents.

The dynamics of our city's cultural and physical layout continue a rapid move upward as another grand venture is in the concept phase for Kapolei's landscape. With groundbreaking scheduled for late 2010, the Ka Makana Ali'i complex, formally known as a Mixed-Use Regional Center, will be exceedingly more than a commercial mall-type enterprise. A joint venture between the Department of Hawaiian Homelands (DHHL) and one of America's premier developers, the DeBartolo Group, Ka Makana Ali'i will position a community-based retail, office, and hotel matrix unique in its economic, cultural, and family-based benefit to the Hawaiian people.

Far different than a traditional mall, Ka Makana Ali'i will rest on 67 acres of Hawaiian Home Lands at the corner of Kapolei Parkway and the new North South Road. A composite of stores, business offices, two mid-range priced hotels, formal and casual dining, entertainment areas, and a pedestrian plaza with a "Main Street" flavor blended into an outdoor motif, the community-oriented complex will also display historical exhibits showcasing Hawaiian traditions and offer stage areas for the performing arts.

From its beginning, our community and its history has been at the center of Ka Makana Ali'i, which means "The Royal Gift" in honor of Prince Kūhiō and Hawaiian Royalty. Residents of Kapolei and surrounding communities participated in selection process to name the complex, according to Mr. Micah Kāne, DHHL Director. "The name is quite appropriate. All of the roads leading to the subdivisions and into the Ka Makana Ali'i Complex property are named for the ancestors and family members of Prince Kūhiō. Our office building, named Hale Kalaniana'ole (The House of Prince Kūhiō Kalaniana'ole), is located directly across from the property."

The effort by DHHL to successfully secure the placement of a civic enterprise so deep in financial and social enrichment for our community is nothing short of spectacular. Their challenge was to securing a partner that would not only have the experience to understand how to enter our community and meet its present and future needs, but also be able to infuse the capital needed to ensure the highest quality of life factors are in place.

Seeking a partner who could participate at such a high level and bring about the positive impact needed to complete their vision of growth in the east Kapolei region, DHHL advertised in the Wall Street Journal and other national distributions, according to Mr. Kāne. Following a stringent selection process, the DeBartelo Group of Tampa, Florida was chosen. In every facet of integrity, financial solvency, and historical interest, they fit perfectly. Mr. Kāne stated, "Interestingly, the DeBartolo group had been screening Hawaii for the past 15 years and were aware of opportunities didn't feel it was the right time to invest."

The DeBartolo investment involves leasing land owned by DHHL for 65 years that will return more than 100 million dollars in lease revenue over the first 25 years to the Kapolei community and surrounding areas. However, the injection of enormous revenue back to Hawai'i is by no means all the DeBartolo Group brings to the table. "One of the most impressive aspects of the center is what it provides to the community," said Ms. Erin Nellis, DeBartolo's Development Officer. Spanning 1.5 million square feet with 200,000 feet of office space, and 4000 parking stalls (half underground), Ka Makana Ali'i will create 21,000 construction and 3000-5000 permanent jobs. "Planned for the people, the center is not designed primarily for tourists. It meets the need to bring the community services such as casual dining, employment, and hotels, all closer to home. It's always been planned for the community."

"New developments in today's market are all about the outdoors and bringing your environment to your experience," stated Ms. Nellis. "Ka Makana Ali'i will be part of a bigger vision and plan. We will build hotels for relatives when they come to visit families. The complex will have a town center. Events will be held there. All with a Hawaiian feel!"

While there is a financial component in the relationship between DHHL and the DeBartolo Group, equally important and relevant to the Hawaiian trust is that Ka Makana Ali'i will not be built solely around economics, but will directly benefit the Hawaiian people. "The type of impact we collectively bring to this region hasn't been introduced in the last 50 years since the Ala Moana Mall was conceived," stated Mr. Kāne. "This will be a complimentary project to the Disney Resort, UH West O'ahu, the Kroc Center, and Mālama Learning Center. Ka Makana Ali'i will contribute to the cultural and economic benefit of Hawai'i for generations to come."
