    greed is insatiable. poor fishermen are left with nothing. the mendozas are able to have this body of water titled under questionable deals with the powers. local government is inutile as they are under the beck and call of the mendozas. silot bay is a body of water...and yet they are able to claim it as their own. ONLY IN THE PHILIPPINES...

    I agree with iceman, this is perfect for a large world class Marina. Conversion can contribute to city revenue, jobs for the people, real estate, retail, restaurants, recreation and tourism!! Economics dictates change in zoning, change in zoning if done correctly can be very beneficial to everyone.
