Opened in the mid-90s during a time of economic rejuvenation in Tripoli, this would be the first in a string of commercial enterprises that would define 'Mina Street' as the hub of middle and upper class Tripoli. A shopping center spread out over several floor housing a cinema multiplex, several high end designer stores and an array of restaurants and cafes.

Sadly due to the ongoing deteriorating economic situation in the capital of the North, City Complex has been in steady decline since 2005 and the start of the Cedar Revolution. This was coupled with a strong commercial challenge from the nearby shopping thoroughfares of 'Nadim Jisr Street' and 'Azmi Street'.

As it stands the mall is almost 60% occupied with the stores ranging from designer stores (Nike, Sport E Loisir), restaurants (Fahita's) and an array of internet cafes which continue to operate despite their steady decline. The cinema (operate by Circuit Planet) continues to be Tripoli's main cinema for the latest releases and is spread out over 6 screens.

The future of the complex is unknown - there has been word of several investors showing interest in re-developing the project, however due to the continuing security situation in Tripoli this is on hold at the moment.
