The facility was leased for a ghastly amount of money. This mission is rife with corruption and scandal which reached epic proportions during the recent public sexpose. Albeit, some minor good has been achieved by the Mission, in particular at the limited local level. Any positive gain has been significantly disproportionate to the official budget allocation. The long term effectiveness of the Mission is questionable at best.
