Formerly Pelican Lake Village, a former worker's village created in 1972 for the U.S. Sugar Corporation; it later became a rental housing development. It was converted by prison minister Richard Witherow into a colony for sex offenders who are barred by state law from living in populated areas and often become homeless. As of 2013 it contained over 100 such individuals.
