3 story, 200,000 sq. ft., steel reinforced concrete building constructed in 1912 by the Toledo Commerce Club whose membership included Edward Drummond Libby of Libbey Glass and John North Willys of Willys Motors. Known as the Factories Building it was designed by architects Schneck and Williams and housed a number of small industries and was intended to act as an incubator for small businesses that lacked the capital for their own building and could benefit by sharing services. At one time it was home to the initial operations of several large Toledo employers including, Doehler Die Casting and City Auto Stamping (later Sheller-Globe).

In the early 1920's the building was acquired by Toledo investor and developer Sam Davis, who built additions to the complex and continued to rent to small businesses. By the 1970s the structure was outdated and situate in a declining industrial area.

In 1979, as part of the City of Toledo's Warren-Sherman Area urban renewal project and in co-operation with Minneapolis based City Venture, the building was renovated at a cost of $7.1 million. City Venture was largely the idea of computer giant, Control Data Corporation and was formed to help business return to urban areas. In 1980 Control Data bought the property which was renamed the Control Data Business Technology Center. The rehabilitated facility opened with 15 new small businesses and Control Data's Magnetic Peripherals operation.

Since 1980 the complex has continued to act as a business incubator despite the loss of Control Data as a sponsor and has been renamed as the Toledo Business Technology Center.
