Cole Motor Car Company Building, built between 1911 and 1922, is a four-story, "L"-shaped industrial building. The front facade is faced in white ceramic brick and has Art Deco style design elements. It was listed on the National Register of Historic Places in 1983.

In 1996, the City of Indianapolis purchased the property and retrofitted the former automotive assembly plant into Marion County Jail II and Arrestee Processing Center. Jail II housed 670 inmates in 83 double-occupancy cells on the fourth floor of the facility, 480 dormitory beds on the second and third levels, and 23 segregation and isolation cells on the first floor.

Upon completion of the Community Justice Campus in early-2022, the City of Indianapolis looked to offload surplus property. In August 2022, the city's Department of Metropolitan Development selected a $120 million proposal by 1820 Ventures LLC to redevelop the site. Plans include apartments, education uses, an event center, retail space, and a co-working office area.
