Built in 1889 as the commercial Tugboat Wallowa by the Oregon Railway & Navigation Co. and serving heavily in the transport of men and material during the Alaskan Gold Rush, the Wallowa was eventually purchased by the Foss Towing and Barge Co., renamed Arthur Foss and placed into service throughout the Pacific Northwest.

Conscripted for use by the US Navy in 1942 following her arrival at Pearl Harbor shortly after the Japanese attack there, the tug was renamed to Dohasan (YT-335) and placed into service in the 14th Naval District, she served primarily on towing assignments throughout the war. Returned to her owners thereafter, the Arthur Foss spent the next 23 years hauling log booms around the Strait of Juan de Fuca before being retired in 1968.

Donated to the Northwest Seaport in 1970 by Foss Maritime, the vessel has since become one of the oldest surviving wooden-hulled tugboats in the world and was declared a National Historic Landmark, a Seattle Landmark and listed on the National Register of Historic Places in 1989.
