  Completely wrong. Monument is for killed jews, not for soviet troops... Actually, there are 2 monuments - oldest one was built very long time ago and is very simple. Newest one was build by jews society recently (~2006-7?)

  Completly right. That's a WW2 soviet memorial and small cemetery.
