It is From Phu Ly Town about 12 km .
Old Commune belong Mạc Xá Commune , there are 2 small Communes as Mạc Xá thượng and Mạc Xá hạ of Nam Xang District, Province Lý Nhân, Zone Hànoi (1831 yr.).
Later, Mạc Xá Thượng Commune to rename the Chính Lý Commune and Mạc Xá Hạ Commune to Hùng Lý Commune. Later time They was united to Chính Lý Commune . Hà Nam Province(1890) had the Nam Xang (Lý Nhân today) with communes: Văn Quan 文關, Mạc Xá 幕舍, Trần Xá 陳舍, Vũ Điện 禹甸, Ngu Nhuế 虞芮, Công Xá 公舍, Thổ Ốc 土沃, An Trạch 安宅, Đồng Thuỷ 潼水
Day 12/7/1910 the New Chinh Ly Commune was found with 22 hamlet( Village).
