Completed in 1958, the building was home to Wolf & Dessauer Department Store until L.S. Ayres bought the store in 1969. L.S. Ayres closed in 1979, leaving the building vacant for nearly a decade.

In 1988, Waterfield Mortgage Company bought the building, also leasing space to Lincoln National Corp. Lincoln became the major tenant in 1991 before moving out in 2002, leaving behind the Lincoln Museum. During the mid-2000s, the Allen County Public Library operated out of the building until construction on the main branch was completed in 2007. The Lincoln Museum closed in the summer of 2008, leaving the building completely vacant.

After a renovation in 2011, the building was converted into a new city hall. Offices under the City of Fort Wayne moved from the Edwin J. Rousseau Centre, two blocks north of Citizens Square.
