A.L. Haley and A.C. Martin, architects. The building was originally designed for eight stories, but an additional two were added prior to completion in order for the building to retain "tallest in city center" status.

It was formerly an office building until converted to apartments in 2003, and later condominiums in 2005. Developers Andrew Meieran, Marc Smith, and developer Barry Shy financed this conversion. In 2007 Meieran and Smith opened "The Edison," a post-industrial, steampunk inspired nightspot in the basement.

The building's basement contained the city's first privately owned power plant. The General Petroleum Company occupied six floors of the building for fifteen years starting in 1934. The building was also home to The Los Angeles County Engineering Department from 1952 until 1977.
