When the Concert Square was built, a rock garden was constructed on the terraced sides of the steps on the Swan Pond axis. It was destroyed in the early 1990s and replaced in 2004–2005 with a rosarium. The rosarium, called Rose Hill, now boasts 6,100 roses of 32 varieties, most of which are fragrant. Estonia’s top rose breeder Rein Joost picked the rose varieties that bloom twice a year and last until the first winter frosts. This is the largest public rosarium in Estonia.
