During an urban renewal project in the early 1960's, it was decided to put the Clinton River underground in large pipes beginning at this point. From here the pipes go east under Woodward Ave. and under the Phoenix Center. It begins to go north again at Water and Mill Streets. The Clinton River reappears again at northwest corner of Huron and Union Streets.
There are some plans to re-expose the portions of the Clinton River between Water Street and Huron Street.
