Built between 1578 and 1580 by the Bolognese Ottaviano Mascherino, the architect of the Palace, the building was supposed to be used mainly to facilitate the astronomical studies for the reform of the Calendar. Consisting of two floors and an intermediate mezzanine, the Tower of Winds was richly frescoed between 1580 and 1582, mainly with biblical scenes or landscapes of Rome in those days or purely imaginary, by the brothers Paul and Matthijs Bril.On the first floor, there is the famous Sala della Meridiana (Meridian Hall), originally formed by an open gallery, to be used for astronomical observations.
