Also known as the RCC, this facility was constructed in 1895. At one time it was owned/occupied by Evelyn Walsh McLean, a Washington socialite who at one time owned both the Hope Diamond and Washington Post. In the 1950s this building was purchased by the Soviet Government, who used it as a school for children of the embassy.

The facility later became the Russian Embassy Consulate where Americans, traveling to Russia, would go to receive their visas. Following the signing of the Bilateral Agreement(?), the Russian Government designated 1825 Phelps as the location for the new Russian Cultural Centre. The RCC underwent 22 months of renovation, from March 1998 to December 1999.
