Installed to supply sufficient water pressure to the neighboring area to meet fire hydrant water pressure requirements. The creator of this place stated incorrectly that this facility is part of the "Cedar River Pipeline that supplies a big chunk of the regions [sic] drinking water." It has nothing to do with that pipeline, which is nearby.
