This is the South End Branch ferry Docks for the Sacramento Northern Railway (previously known as the Oakland Antioch and Eastern Railway) at Mallard. Most of the track work have been destroyed due to channeling in the area, as can be seen. Mallard was where the Ramon connected the South End lines at the Suisun Bay crossing.
