Owned by Portland Parks & Rec, but outside the city limits. Weird.

  • That's because the Family of Peter Kerr, who originally owned Elk Rock and the property around it, including the Elk Rock Gardens, donated the two parcels. The Gardens where donated to the Episcopal Diocese, and the area Elk rock is located was donated to the City of Portland in 1957 to be used as a park for all people to enjoy. In fact there used to be quite a few parks run by the City of Portland that are not inside of the geographical area of the City. Elk Rock, along with Multnomah Falls and Dodge park are a few of them.
