Inmate housed in this area live in barracks-style buildings. Most inmates of non-violent misdemeanors and felonies arrive here. Violating the Elmwood rules can result in an inmate being sent to lockdown. Most barracks are two stories tall and each floor has two long rows of metal double bunk beds and a common sink/shower/toilet area. All such inmates walk to the dining hall three times a day for meals. Most inmates in this area are assigned a job of some sort, usually involving about four hours of work per day.

The barracks have elected "trustees" to act as managers for each floor and set the rules for that barracks. The term "trustee" is also used generically for all inmates assigned a job simply to distinguish them from inmates with no job.
