  If it wasn't for being a money-laundering haven, Vanuatu would have no purpose as a country at all... Any criminal can put their ill-gotten gains in vanuatu banks, and the Vanuatu government will deny all requests from international law enforcement to aid investigations. There are no banking regulations in place. Much of the internet-based crime (spammers, phishers, etc) funnel their criminally-obtained booty through Vanuatu.
