The city centre (or CBD) of Sandakan is located at the south-eastern part of the city, near the foothills of Trig Hill and nearby Buli Sim-Sim, facing the Sulu Sea. Several roads connect the city centre efficiently with several outlaying areas.

Most buildings in the city centre are old shop lots and there are a few office buildings and hotels, as well as shopping centres and complexes. From certain angles, the city centre would remind one of being in Hong Kong. There are plenty of small streets that run parallel to each other within the CBD, with Buli Sim-Sim Road being the main and largest one. There is also a market here. The latest and most outstanding building in the CBD would be the Four Points by Sheraton Hotel. It dwarfs all buildings in the city at 28 stories, claiming the title of the tallest building in the city and on the east coast of Sabah. Below it is the Harbour Mall which brings shopping in the city to a whole new level.

A drive to the west of the city would reveal a good skyline view of Sandakan, or a trip up the immediate hill behind the city centre would also offer visitors a bird's eye view of the CBD. At night, the city centre is pretty quiet and dark, while pubs and eateries remain busy with human activity.
