Constructed in 1975 on the site of the old Federal Building to a new design by Mies van der Rohe. It was the last building in the Federal Center complex. This 545-foot, 45-story building was named for Congressman John Kluczynski. Offices occupy floors 2-39 with the top six floors housing mechanical equipment.

Inside is a large-scale sculpture by Iñigo Manglano-Ovalle titled "La Tormenta" (2006).
