175-foot, 15-story Neo-classical residential building completed in 1927 as an office building. Designed by William F. Hemstreet, it occupies a narrow lot at the corner of Fulton and Dutch Streets. The ground floor has been altered, with a new metal storefront facing Fulton Street, re-painting of the stone piers, and other infill alterations. The main entrance, located at the south end of the Dutch Street facade, was renovated around 1980 (when the building was converted to apartments) with an entrance door and a small service door cut into a marble bay, with a green canopy over the main door. The 2nd floor is little changed, clad in limestone, and divided into four bays each with a pair of double-windows, with three smaller windows and a single tall window on the southern end. The narrow Fulton Street facade has three bays of double-windows. Stone cornices frame the top and bottom of the 2nd floor.
The upper floors are clad in beige brick. The fenestration pattern follows that of the 2nd floor, with three bays of double-windows on Fulton, and four bays of paired double-windows on the north part of Dutch Street. The south section has three smaller windows (with the two on the right set closer together), and a final single-window bay at the end. In the center bay between the 3rd & 4th floors on Fulton, there is a decorative stone shield and banner medallion. Notably, on this facade, rounded metal balconies with metal railings were added to each upper floor's center bay during the conversion to residential use.
The 12th floor is topped by a stone cornice, with three additional floors above, each setting back slighly and topped by additional cornices - except for the south portion which rises straight up to the roof line, where there is a corbelled brick roof cornice. A round water tower is visible on the roof. On the Dutch Street elevation, a black iron fire escape spans the center of the north section, running from the 2nd floor to the roof. The ground floor is occupied by Baked by Melissa cupcakes, and Seaport Wine & Spirits.
