Those airplanes are there for recycling. The B-52 Stratofortress is out in the open, being "visibly destroyed" for a strategic arms treaty with Russia. The rest of them are being deconstructed for spare parts.

Hello Aarslan,
they first carve a wooden modell with the mantras and the picture of the "windhorse". From that they print on cloth in the five buddhist colors. They are either on a line above the house or over natural places. A special way of setting them up is suspending them from a pole in all directions like on above link.
