First you have to remember that these categories were not deliberately developed to be as they are today. They instead just evolved out of a chaos of keywords, and are still evolving. I strongly suspect that there is [u:yjq7xk8l]no[/u:yjq7xk8l] intentional difference between the two, and they should probably be merged into a single [air base] category, for example.

"Ortsteil" is German, and it means a part of a city, "quarter", or perhaps "neighbourhood".
In English it should not exist.
Unfortunately both [quarter] and [neighbourhood] already exist (in English), and all three are translated into French, for example, with the same word - "quartier". They also have many other language translations, but I have not looked to see whether those are also identical.
It's all a Big Mess.

I'd keep the category difference between "air force base" and "airbase".
At least in the USA there exist military airfields which are branch-specific (the various naval air stations come to mind) Oceania NAS, etc. There are Coast Guard aviation sites which have no connection to the US Air Force. Turning all airbases into air force bases would confuse this.

I think it is to call any military and/or security-forces airport an airbase. I only use "air force" or "air force base" if I know that the country has a differentiated Air Force and know that the facility is indeed used by that branch of service.

Barksdale Air Force Base, etc.

Seeing "AFB" appended to an airport name means "Air Force Base" while "NAS" means "Naval Air Station".
