Rohu and Kadila was deployment base for the 304th Regiment of the 23rd Missile Division of the 50th Missile Army.

The 304th was headquartered in Rakvere (just north) and armed with R-12 (SS-4 Sandal missiles. They had a range of approximately 2.000 kilometres and carried a single nuclear warhead with a yield of 2,3 megaton.

The 23rd Division was headquartered in Valka [Valga], Latvia, PribVO [?]. In 1981-82, the 23rd Division and Regiment 94, 846 and 304 were relocated to Kansk, Krasnoyarsk Region.

The 23rd comprised the 94th Regiment (two surface launch complexes outside Haapsalu), the 846th Regiment (two surface complexes and one Dvina silo complex north of Valga), the 304th Regiment (two surface launch complexes south of Rakvere), Vyru (Voru) (two surface launch complexes southeast of Voru) and, until 1982, the 39th Regiment (two surface launch complexes and on Dvina silo complex south of Aluksne).

Полк вместе со штабом дивизии и 94 и 846 полками в 1982 г. был передислоцирован в Канск. это один из последних позиционных районов Р-12Н поставленных на БД. стартовые позиции батарей в целях защиты от ОМП несколько разнесены по фронту.
