This fort was built in 1863 to replace the Second System fort. It was an enclosed earthen barbette battery with bombproof quarters and magazines constructed on the low ground in the rear of the old fort, its crest 19 feet above low water. The two water fronts of this battery, one about 375 feet and the other about 300 feet long, contained 16 wooden temporary platforms for small guns, on the gorge there were 2 wooden platforms for seige guns and a banquette for infantry. The work was surrounded by a wet ditch. Two 8" Columbiads, two 18-pounder seige guns, and five 32-pounder rifled guns were at one time mounted, but they were removed from the work and it was sold in 1872.

Added to the national list of historic places on October 28, 1970.
