This is the main building of National Parliamentary Library of Ukraine (NPLU).

NPLU is a major public library in Ukraine. The word 'Parliamentary' in naming reflects additional special service the library offers for deputies and their assistants, and had attached to the title by Parliament when granting the library national status. But the word confuses people and they widely reference NPLU as 'Parliament Library', while such one exists too, however is special then less known (Library of Verkhovna Rada of Ukraine).
