  Bantay Kalbo is located at Shuyo, Wetig, Tuba Central, Benguet. It's Tuba Barangay Poblacion proper. It was surveyed by the Americans in 1914 and had its Title in 1917 of Sept. 20th. It was registered eight days later in Baguio City. This was the Dairy Farm of Ikang Paus before the Japanese War broke. Later,it was taken by the city government as their Dairy Farm up to this present time. It's area is 101.81 hectares.

  When IPRA was implemented in 1997, Atty. David Dao-as an IP of MT. Cordillera headed a so called NCIP an agency that would release Ancestral Domain lands to the IP's indigenous people. This was the same person who took hold of the surveyed map of Ikang Paus land of Shuyo, Wetig,Tuba Central, Benguet for over 20 years. Then came the developer Kagawisan whom the city government, politicians, and the NCIP got in contact to market the stolen document Title of Ikang Paus.

  In Aug.27, 2010 a fraudulent Deed of Sale was made in Manila between the Kagawisan Corporation and the 4 representatives of Ikang Paus with each one got their power of attorney given by a certain representative of Ikang Paus heir. Without the consent of the heir daughter, Josephine Basil of Canada and the heir son, Olarte Paus of Tuba, Poblacion who remained alive (8 heirs deceased)a certain person played as the representative heir who gave these 4 dealers the power of attorney.

  NCIP had these in mind for all these years, scheme an ancestral domain, taking advantage over the helpless and poor IP's. Could this be the goal of NCIP founded by the original planner to drive away the owner and replace it with squatters from the north and other migrants from the south, naming it as Cordillera proper of Bontoc? Extending the map of Mountian Province (Bontoc) down to Benguet. By the way Mountain Province was once BIBAK but instead Bontoc took the name MOuntain Province and name some of the BiBak Cordillera, including Baguio City the chartered city.
