SNV - Netherlands Development Organisation is an INGO based in The Netherlands, with presence in 33 countries around the globe. It aims at capacity development, mainly through advisory services of local organizations (local governments, private sector, civil society) for poverty reduction and good governance. SNV support has four characteristics. It is informed by a strategic understanding of the sector or theme concerned and is both demand-driven and impact-oriented. Secondly, SNV combines thematic and change expertise. Thirdly, it usually supports change processes over longer periods in a variety of forms responding to the needs and progress of the client or client grouping. And finally, in doing so SNV helps to link actors and ‘levels’ (micro-meso-macro) around an issue and help strengthen the wider actor constellation (sector).

In Asia, SNV works in six countries being Vietnam, Lao PDR, Cambodia, Nepal, Bhutan and Bangladesh. In these countries, SNV presently employs about 150 advisory/expert staff, has an office structure in the capitals and in a number of remote provinces/districts. The regional office for Asia is based in Hanoi.

SNV has formulated a revised strategy for 2007 – 2015. As part of this strategy, SNV/Asia has decided to focus its capacity development for poverty reduction in 2008 and 2009 in two “impact areas”:
- Access to basic services: water & sanitation, and renewable energy. Within renewable energy, SNV will continue to support the development of the domestic biogas sector in Nepal, Vietnam, Cambodia, Bangladesh and Lao PDR. In addition, two possible innovations will be studied, being improved domestic cook stoves and improved local water mills.
- Production, income and employment, through value adding market chains: timber & non-timber forest products, small holder farm cash crops, and pro-poor sustainable tourism. Within small holder cash crops, SNV will study a possible innovation being bio-fuels.

Maximum 10% of the work of SNV will be dedicated to innovation outside these sectors and chains, but within the mentioned impact areas.
