Project Introduction

Scott Wilson were commissioned by Sonils Lda to Manage plan and supervise the expansion of Luanda Oil Service Center.

Project Background

Having obtained a 20 year concession to operate an offshore supply base within the Port of Luanda, Sonils identified that the relatively small land area and limited facilities then available would be insufficient for projected activities. Scott Wilson’s proven ability to successfully adopt a flexible approach to the management, design and procurement of port facilities led to their appointment to manage, plan and supervise the expansion of the base.

The base supports several of the deep sea offshore oilfields currently being developed. The quay wall and other key elements of the development have been designed for ease of conversion into a container terminal when the facilities revert to the port authority.

Project Scope

The expansion project consists of:

* 400 meters of new quay wall with 12.5m depth alongside
* Dredging of 2.4 million m3 of material to form the berth approaches and provide fill material
* Removal of wrecks
* Reclamation to form 27 hectares of land
* Provision of road, drainage and fire fighting infrastructure

Value Adding Project Achievements

Site investigations and surveys were organized, and negotiations with international companies led to the award of several contracts on a design and build basis. In view of the limited resources available locally, the approach taken was to import the majority of the materials and components for the project. For the quay wall, detailed design and manufacture of the 290t precast counterfort units were undertaken in South Africa, and a heavy lift vessel was chartered to transport the units to the site.

The quay wall won a commendation for the contractor in the Civil Engineering category of the South African 2001 Fulton Awards.
