Pretty much the coolest place in town.

An isolated section that is officially in the city, but gets it's water/power from the county PUD instead of the city's water/power/sewer deptpartment. The City and PUD don't get along, and the city is hostile towards the PUD and county residents because many county residents don't want to be part of the city and their "progress".

Bear in mind, "progress" to many of the families that live in the surrounding county area is the city telling them that they can't have 8 burned-out cars or giant, unsightly trash heaps on their front lawn.

Such regulations are a shuck for the real motivator.
