Fire and Rescue training installation. Most airfields have one, on an outlying part of the airport, often it will be an old aeroplane - here a mock plane is used. It allows the fire service to set fires and practice putting them out. It's also useful for practising rescue and evacuation procedures, hence the lack of wings.
