The General Directorate of Constrcution Affairs was established in 1935 within the Ministry of Public Works and Settlement since the two ministries were merged in 1983. The functions of the General Directorate have been extended within this new frameworks.

The General Directorate is composed of the departments of Architectural Design, Planning and Project Design, Construction, Technical Affairs, Installatiıons, Implementation and Coordiantion, and certain other units to perform the administrative services. The main field of acticvity of this General Directorate includes assessments and determination of the requirement s of public organisations regarding buildings and other facilities: preparation of architectural and engineering projects, as well as tendering, controlling and technical acceptance of construction an drepair activities of public buildings.

Furthermore, The General Directorate of Constrcution Affairs is responsible for survey, design, construction and rehabilitation activities to be carried out in disaster areas, taking the necessary measures regarding the implememantation of development plans and infrastructure projects of new settlements to be built following the disasters, as well as monitoring of the construction works and provision of technical assistance for these services , in close collaboration with the Genral Directorate of Disaster Affairs. It also carries out simialr activities related to the construction of housing and infrastructure in Squatter Housing Prevention Zones,in Cooperation with the General Directorate of Technical Research and Implementation. The General Directorate of Construction Affairs is mainly an implementing body.However,it also undertakes research in the fields of project preparation and construction techniques, provides support in the formulation of drafting regulations, terms of references and unit price lists, and extends assistance to other organisations concerned.
