The park is composed of a small pond, trees and a hill. The traditional Japanese garden in the park is a tourist attraction. It is dedicated to Waka poetry (the name Rikugen refers to a system of dividing Chinese - and Japanese Waka - poetry into six categories).

The park was built in 1695 by Yoshiyasu Yanagisawa by permission of the fifth shogun Tokugawa Tsunayoshi, and completed in 1702. Interestingly shaped rocks were brought here from all over the country. The park was inaugurated as a public garden in October, 1938.
