  Maybe it is both purpose (military and civil). A track surronds all the airport area close to the fence (surveillance). Something similar to a village or barracks (well set in lines and rows) is about 1,5 km out of the SW corner. But not seen any ground to air missile site in the nearest area... The airport is very close to the border to Algeria.

  As from the video-clip it's assumable that it is a civil (passenger) airport (mainly, at least).
