Constructed between 1903 and 1910, the building was named in 1998 for the Senator Howard Metzenbaum. Two sculptures flanking the entrance were done by Daniel Chester French. The interior contains murals by Kenyon Cox, H. Siddons Mowbray, Edwin H. Blashfield, and Frederic Crowninshield.

The US District Court relocated to the new Carl Stokes Court House in 2002 and the building now houses Bankruptcy Court, the US Trustee and US Marshal.
