Built in the 1960's as Freedom Mall. Once anchored by Peebles at the south end and Richway at the north end (later Target, then Harris Teeter). The former mall was converted to community office space and is jointly owned by the City of Charlotte and Mecklenburg County.
A LEED Silver building, thanks to renovations made by the city including the addition of solar panels (visible on top of the office wing).
