Qum Adası (in Azerbaijani for "Sand Island") is a microdistrict of the city of Baku. Incomes of most of its inhabitants are below the average level. For some reason, there is no sewerage in the residential area counting about thousand houses, the residents of the village are forced to drain sewage into wells dug with their own hands. Cleaning of them costs 40-50 manats per month. In inclement weather, sewage mixes to rainwater, flows into courtyards, and then in the streets, the lack of funds, in turn, causes rapid overflow of wells and, as a result, pollution of the streets, which leads to constant conflicts between residents.
